Who to ask, and when
Start with the estate office or whoever manages the quarters, ideally the day the transfer order arrives. Tell them a bike will be leaving on a goods vehicle, the date, and that you're the resident it belongs to. Ask what they need. It's often a written request on a form, a copy of your transfer order or ID card, and the registration number of the bike.
Ask too about the vehicle coming in, since that's the part people forget. Some campuses and colonies need a separate entry pass for any outside vehicle, with its registration number given in advance. We'll send you the carrier's details once the date is fixed, so you can pass them on.

If the scooter is registered to a family member rather than the officer on transfer, add a short signed letter from the registered owner and a copy of their ID. Gate staff and the crew will both want to see it.
